Based in Oregon, Andrew is a nationally recognized Human Resources consultant and former Chief HR Officer with over 20 years of experience guiding organizations through leadership development, labor relations, and workforce strategy. He partners with business leaders to build high-performing teams, reduce organizational risk, and align HR strategy with long-term business success.

As the founder of Loomis HR Consulting, Andrew specializes in executive coaching, labor relations strategy, organizational design, and conflict resolution. He helps clients navigate complex HR challenges—including union negotiations, leadership transitions, and employee engagement initiatives—while providing practical solutions that balance compliance, culture, and performance.

Prior to launching his consulting practice, Andrew served as CHRO at Avamere, where he rebuilt and scaled a full-service HR function across eight states, led DEI&B strategy, and successfully negotiated multiple union contracts. He also drove measurable results by reducing litigation exposure (securing dismissals in 89% of federal and state claims), prevailing in 100% of arbitrations, and strengthening leadership capability across the organization.

His consulting work is further grounded in leadership roles at PCC Structurals and Kaiser Permanente, where he developed executive talent pipelines, reduced turnover, and delivered multimillion-dollar cost savings through innovative labor relations strategies. These experiences shaped his ability to advise clients across healthcare, manufacturing, and service industries on how to transform their HR practices into competitive advantages.
